Property agents Savills, acting on behalf of Galliard Homes offshoot vehicle Cowley Investments, claimed that the stadium was unviable and demanded permission to build 200 homes.
However the council’s own planning department who have opposed the Cowley investments produced a business plan to save the stadium. Their scheme would include a smaller building project for 100 houses, utilising some of the carpark, but would lead to the re-opening of the stadium.
Businessman Nick Budimir who aims to operate a greyhound operation should the council win the argument said: “The Oxford Local Government Plan could not have gone any better. Although we will not get the confirmation of the outcome until I believe February.
“There is little doubt that the developers will not be getting planning permission any time soon and hopefully this will bring them to the negotiating table.
“I would like to thank all those who turned up and those who wrote letters of support. I am now more confident than ever before,that we will see the stadium hosting not only greyhounds and speedway, but a vast range of leisure activities.” |

Viability proof required to resurrect Oxford BY RACING POST STAFF 12:39PM 20 MAY 2020BUSINESSMAN and greyhound owner Nick Budimir has revealed that any possible return of greyhound racing to Oxford Stadium depends on the viability of the project being proven.
The former GRA circuit closed its doors in 2012 as owners Galliard Homes sought to develop the site, but Oxford City Council has steadfastly refused to sanction any planning permission for the Sandy Lane venue, leaving its would-be developers frustrated.
Budimir released a statement updating the latest position: “We have received some real news on the stadium that so many of us wish to not only save but bring back better than ever.
“The council distributed to interested parties the inspectorates' report for the local government plan which will affect all aspects of planning in Oxford until 2036 . . . the inspectors have concluded that the stadium should return as a Leisure facility only if we can prove viability.
“It is now up to us to prove that the people of Oxford and Blackbird Leys want facilities restored to the area.
“If we fail to present a full viable business plan for the stadium then, and only then, will it be turned over to the developers.”
Budimir does not underestimate the size of the task in hand. “Our business plan to the council will need to be outstanding as the opposition, the developers, will try very hard to prove that we are not viable.
”I would estimate with planning permission for 300 houses the site has a potential profit of £30+ million.
“We will be presenting a very extensive business plan with the aid of our planning consultants and a top London accountancy firm.
“We will also seek permission from the land owners to visit the site and survey with a view to costing a total refurbishment of the site. I am not certain this will be granted but it will be hard to make a fair offer for the site without.”
Budimir ended by striking a bullish note: “We haven't won yet, there is a big fight to come but we haven't lost one yet. We beat them on their planning. beat them in the High Court on the conservation issue and we will beat them again.” |

 Oxford is set to make a comeback under Kevin Boothby..Oxford to return along with Mildenhall under Boothby...BY DAVE CLARK OF THE RACING POSTNINE years after the final race meeting was staged at Oxford, Towcester and Henlow promoter Kevin Boothby has announced that racing will resume at the Sandy Lane circuit in December along with the reopening of Mildenhall - which will be renamed Suffolk Downs.
Boothby is hopeful of an extension on his current lease at Henlow, but the Bedfordshire track is almost certain to close within two years for housing.
For months he has been working hard to find alternatives and was finally able to reveal plans after exchanging contracts on the two sites.
"I am absolutely delighted, we exchanged contacts on Mildenhall almost a month ago but wanted to announce both deals at the same time," he revealed.
"I’d like to thank SIS for all their help and support, we have signed a long-term deal on all three tracks [Towcester, Oxford and Mildenhall] and the future is bright for greyhound racing in my opinion."
There are currently three trainers based on-site at Henlow, but Boothby was keen to provide reassurances, adding: "Anyone connected to Henlow Stadium will be looked after - canine and human. I am really excited by this news and now the hard work begins.
"Both Oxford and Mildenhall require work but we have the team and expertise to make it work."
